Two more Marines ? including the first officer to be implicated ? have been charged in connection with a video that became public last year showing Marines urinating on the dead bodies of insurgents in Afghanistan, the Marine Corps said Friday.
The video, which showed four Marines in full combat gear urinating on the bodies of three dead men, set off protests across Afghanistan after it was published on YouTube early last year. Five other Marines, two of them sergeants, have already pleaded guilty in plea arrangements that brought light sentences.
The two Marines named in the new charges include the highest-ranked Marine so far implicated in the scandal, Capt. James V. Clement, now stationed at Marine Corps Base Quantico in Quantico, Va.
He faces an Article 32 hearing ? similar to civilian preliminary hearing ? on a raft of serious charges, including dereliction of duty, failing to properly supervise junior Marines, failing to stop the misconduct of junior Marines, failing to report misconduct and making false statements to military investigators.
Sgt. Robert W. Richards, who is now stationed at Camp Lejeune, N.C., was charged with dereliction of duty, violation of a lawful general order and conduct prejudicial to the good order and discipline of the armed forces. Richards is alleged to have taken improper photographs that showed the mistreatment of human casualties.?
Lt. Gen. Richard Mills, former commanding general of the Marines' Combat Development Command in southwest Afghanistan, will decide on their fates after their Article 32 proceedings, the Marine Corps said.
The incident is believed to have occurred in July 2011 in Helmand province in southern Afghanistan, a significant center of Taliban activity and the scene of prolonged fighting between the Taliban and U.S.-led international forces.
The impact of the video rivaled that of the release of photographs showing alleged U.S. torture and human rights abuses against prisoners at the Abu Ghraib prison in Iraq in 2003 and 2004, U.S. officials said last month when some of the other Marines pleaded guilty.
"Events like Abu Ghraib and the torture that happened there at that prison certainly acted as a recruiting tool for al-Qaida," said Navy Capt. John Kirby, a spokesman for the Defense Department. "Certainly, we are concerned about any backlash that might occur."
Then-Defense Secretary Leon Panetta said, "That kind of behavior is deplorable, and I condemn it."
No date was set for Clement's and Richards' hearings.

BIG BEAR LAKE, Calif. (AP) ? Scores of officers fanned out at daybreak Saturday in the snow-covered San Bernardino Mountains, resuming their search for a former Los Angeles police officer suspected of killing three people in a vengeance-fueled rampage aimed at those he blames for ending his career.
Authorities were hopeful that clearer skies would allow aircraft to help them find Christopher Dorner. Relentless snowfall Friday grounded helicopters with heat-sensing technology and hampered efforts to find the fugitive, whose burned-out pickup truck was found a day earlier in this ski resort town.
SWAT teams in camouflage scoured the mountains Friday and went door-to-door examining vacant cabins, aware to the reality they could be walking into a trap set by the well-trained former Navy reservist who knows their tactics and strategies as well as they do.
"He can be behind every tree," said T. Gregory Hall, a retired tactical supervisor for a special emergency response team for the Pennsylvania State Police. "He can try to draw them into an ambush area where he backtracks."
As authorities weathered heavy snow and freezing temperatures in the mountains, thousands of heavily armed police remained on the lookout throughout California, Nevada, Arizona and northern Mexico for a suspect bent on revenge and willing to die.
Police said officers still were guarding more than 40 people mentioned as targets in a rant they said Dorner posted on Facebook. He vowed to use "every bit of small arms training, demolition, ordnance and survival training I've been given" to bring "warfare" to the LAPD and its families.
The manhunt had Southern California residents on edge. Unconfirmed sightings were reported near Barstow, about 60 miles north of the mountain search, and in downtown Los Angeles.
Some law enforcement officials said he appeared to be everywhere and nowhere, and speculated that he was trying to spread out their resources.
For the time being, their focus was on the mountains 80 miles east of Los Angeles ? a snowy wilderness, filled with thick forests and jagged peaks, that creates peril as much for Dorner as the officers hunting him.
The small army hunting him has the advantage of strength in numbers and access to resources, such as special weapons, to bring him in.
In his online rant, Dorner baited authorities.
"Any threat assessments you generate will be useless," it read. "I have the strength and benefits of being unpredictable, unconventional, and unforgiving."
Without the numbers that authorities have, Dorner holds one advantage: the element of surprise.
Authorities said they do not know how long Dorner had been planning the rampage or why he drove to the San Bernardino Mountains. Property records show his mother owns undeveloped land nearby, but a search of the area found no sign of him.
It was not clear if he had provisions, clothing or weapons stockpiled in the area. Even with training, days of cold and snow can be punishing.
"Unless he is an expert in living in the California mountains in this time of year, he is going to be hurting," said former Navy SEAL Clint Sparks, who now works in tactical training and security. "Cold is a huge stress factor. ... Not everybody is survivor-man."
Jamie Usera, an attorney in Salem, Ore., who befriended Dorner when they were students and football teammates at Southern Utah University, said he introduced him to the outdoors. Originally from Alaska, Usera said, he taught Dorner about hunting and other outdoor activities.
"Of all the people I hung out with in college, he is the last guy I would have expected to be in this kind of situation," Usera, who had lost touch with Dorner is recent years, told the Los Angeles Times.
Others saw Dorner differently. Court documents obtained by The Associated Press on Friday show an ex-girlfriend of Dorner's called him "severely emotionally and mentally disturbed" after the two split in 2006.
Dorner served in the Navy, earning a rifle marksman ribbon and pistol expert medal. He was assigned to a naval undersea warfare unit and various aviation training units, according to military records. He took leave from the LAPD for a six-month deployment to Bahrain in 2006 and 2007.
Last Friday was his last day with the Navy and also the day CNN's Anderson Cooper received a package that contained a note on it that read, in part, "I never lied." A coin riddled with bullet holes that former Chief William Bratton gave out as a souvenir was also in the package.
Police said it was a sign of planning by Dorner before the killing began.
On Sunday, police say Dorner shot and killed a couple in a parking garage at their condominium in Irvine. The woman was the daughter of a retired police captain who had represented Dorner in the disciplinary proceedings that led to his firing.
Dorner wrote in his manifesto that he believed the retired captain had represented the interests of the department over his.
Hours after authorities identified Dorner as a suspect in the double murder, police believe Dorner shot and grazed an LAPD officer in Corona and then used a rifle to ambush two Riverside police officers early Thursday, killing one and seriously wounding the other.
The incident led police to believe he was armed with multiple weapons, including an assault-type rifle. That detail concerned officers whose bullet-proof vests can be penetrated by such high-powered weapons, said LAPD Deputy Chief Kirk Albanese.
As a result, all LAPD officers have been required to work in pairs to ensure "a greater likelihood of coming out on top if there is an ambush," Albanese said. "We have no officers alone right now."

JERUSALEM (AP) ? The offices of the Beitar Jerusalem soccer team were set on fire early Friday in an apparent arson attack, police said, a day after four of the club's fans were charged with anti-Muslim chanting at a recent game.
The attack also followed an announcement by police that it would begin deploying undercover units and beefing up police presence at games to track down those fans involved in racist chants.
Police spokesman Micky Rosenfeld said Friday's attack left extensive damage to the team's administrative offices next to its training field. The office walls were charred, and team trophies and soccer cleats were scattered about. No one was hurt in the attack, and the police were searching for suspects.
Rosenfeld pledged the police would use "every legal means in order to prevent the continual racism, which is basically destroying the club."
In a statement to reporters, Jerusalem mayor Nir Barkat said those responsible for the attack were "not fans but criminals."
Beitar Jerusalem is known to have fans hostile to Muslims and Arabs and in the past fans have been punished on occasion for chanting anti-Muslim slurs at games.
Tensions have been bubbling ever since the team announced last month it would sign on two Muslim Chechen players ? Zaur Sadayev and Gabriel Kadiev ? in a break from the team's unofficial tradition of not signing Arabs or Muslims.
At a league game in January, spectators protesting the decision unfurled large banners with anti-Muslim undertones, drawing harsh rebuke from Israel's president, Jerusalem's mayor and other officials. On Thursday, four fans were indicted for the behavior.
Last week, hundreds of police patrolled a game between Beitar Jerusalem and a team from the Arab town of Umm al-Fahm. No major incidents were reported, and 12 fans from both sides were banned from the game.
Police are planning heavy deployment next week when Beitar plays another team from an Arab town.
Later Friday, Prime Minister Benjamin Netanyahu condemned the fans' behavior and opposition to the Chechen players.
"This behavior is shameful," Netanyahu said in a statement to reporters. "We cannot accept such racist behavior. The Jewish people, who suffered excommunications and expulsions, need to represent a light unto the nations."

Some survivors of the mass shooting in the Aurora, Colo., movie theater last year have been "relentlessly" harassed by conspiracy theorists who believe the shooting never happened, according to a court document.
In a court filing this week, Deputy District Attorney George Brauchler wrote that "proponents of purported 'conspiracies' ... have contacted victims in this case, some of whom have even gone so far as to recruit other members of the public to contact the victims and to publicly post maps with the home addresses and phone numbers of the victims on various social media sites."
The targeted people have expressed concerns about their "privacy and personal safety," the district attorney continued.
Lawyers for shooting suspect James Holmes have asked the Arapahoe County judge for a gag order preventing any materials in the case from being given to the press, arguing that doing so could prejudice a jury. The district attorney wants the gag order lifted, but asked in the filing that victims' names be censored out so they can avoid further harassment. The judge has yet to rule on whether or not to lift the gag order.
Holmes is charged on 166 counts of murder and other crimes in the July shooting that killed 12 and injured nearly 60.
Some residents of Newtown, Conn., have also been harassed by conspiracy theorists after the shooting there in December that left 20 children and six adults dead at Sandy Hook Elementary School.
