You can accomplish all your financial tracking and planning requirements with some paper or by using a simple template with your favorite spreadsheet package ? Just like a well run business, your household budget and tracking your spending is best served using a visible record of events; namely, financial records, bank or check register. It is just like tracking your road trip progress using a map. If you know where you are now, then you will have some idea when you will arrive at your destination. In life, money or finances allows you to get to your personal destinations or dreams. A visible financial roadmap of your ?Me Incorporated? finances, mapping your progress, seems logical.

Running your ?Household Business?, like corporate business, requires a few processes to keep track of your finances:

1) Establish a yearly and monthly household budget. Consider all your expenses ? weekly, monthly, quarterly and yearly outlays of money. You will be surprised at the length of this list and all the places you spend your money.

2) Track monthly your actually spending and income against the budget you established in step 1. This will help you see the ?peaks and valleys? of spending or seasonality aspect of your expenses. Bottom line: have money in the bank to pay all your expenses and still have some left over (retained earnings). 3) Track all your bank account activity. Track and enter in your Bank or Check Register every deposit, every electronic (ATM, web, PayPal, debit machine) transaction and every analog (check, money order) withdrawal. And reconcile your bank statement every month. Know exactly how much money you have available in your bank account(s).

4) Especially track your spending through credit cards and lines of credit. These are potentially the ?run away? expenses. Remember only once a month do you see the visible record of your credit card spending. Compound that with the fact that most people have more than one credit card. This can easily result in multiple ?spending surprises? each month. Be diligent in tracking your use of credit card transactions. Breakdown the credit card expenses into their respective budget items ? gas, groceries, clothing, entertainment, etc. This will help you separate normal household expenditures from other shopping incidentals. You will come to see your spending patterns and can now make adjustments. Just like your bank account, reconcile your credit card statement every month.

All this personal bookkeeping every month can be done with pen and paper or set up a personal finance and budgeting template using your favorite spreadsheet software. Using an electronic spreadsheet allows for all of the mundane calculations to be processed automatically, reducing monthly reconciliations to a simple 5-10 minute endeavour. Tracing an elusive killer parasite in Peru

ScienceDaily (Sep. 27, 2011) ? Despite what Hollywood would have you believe, not all epidemics involve people suffering from zombie-like symptoms--some can only be uncovered through door-to-door epidemiology and advanced mathematics.

Michael Levy, PhD, assistant professor of Biostatistics and Epidemiology, at the Perelman School of Medicine, University of Pennsylvania, along with other collaborators from Penn, Johns Hopkins University, the Centers for Disease Control and Prevention, and Universidad Peruana Cayetano Heredia in Peru, are in the trenches combining tried-and-true epidemiological approaches with new statistical methods to learn more about the course of a dangerous, contagious disease epidemic. Their research was published recently in PLoS Computational Biology.

Chagas disease, primarily seen in South America, Central America, and Mexico, is the most deadly parasitic disease in the Americas. Caused by the protozoan parasite, Trypanosoma cruzi, it is spread chiefly via several species of blood-sucking triatomine insects. After an initial acute phase, the disease continues to lurk in the body and can eventually cause a variety of chronic life-threatening problems, particularly in the heart. Although there are some drugs to treat Chagas disease, they become less effective the longer a person is infected. The lack of a vaccine also means that the only effective way to control the disease is to control the disease vectors.

Because the chronic effects of Chagas disease can take decades to manifest themselves, tracking the development and progression of epidemics has been a challenging problem. In the past, Chagas disease was known mostly in rural regions, but has been spreading into more urbanized areas over the last 40 years. Levy's team has been focusing on one of those areas in the city of Arequipa, Peru.

"There is an assumption that Chagas disease is not a problem in Peru because statistics don't show that more people are dying of cardiac disease in the areas with Chagas transmission compared to the rest of the country," Levy said. "What we've shown calls into question the assumption that the particular parasite that's circulating in Arequipa is somehow less virulent. We show that there's really nothing to back that assumption."

Epicenter Regression

The researchers used epicenter regression, which takes a statistical "snapshot" of disease infection in a particular population to track the history of how an infection takes hold and spreads. Epicenter regression considers the duration of an individual's exposure to infection as a function of distance from their home to an unknown site, or sites, where disease has been introduced, and combines that measure with other known risks to estimate the probability of infection. From this data, the course of infection can be traced backward to infer where and when a disease first struck a community.

Levy's team has been collecting data in Peru since 2004. "We do all the fieldwork, we gather all our data, which is very much door-to-door, old-fashioned epidemiology," said Levy. That involves both entering households to search for infected insects and collecting blood samples from residents. The team's survey work led to the observation of spatial clusters of parasites in insects such that "it looked like there were isolated clusters of transmission, or 'micro-epidemics.' It was really observation, then hypothesis, then testing."

According to their findings, the Chagas parasite was introduced into the region about twenty years ago, and most infections occurred over the last ten years. Spread of the disease is being disrupted in Arequipa through insecticide application, but up to 5 percent of the population was infected before their houses were sprayed with insecticide. Levy and his colleagues conclude that the lack of chronic disease symptoms among these infected individuals could be due to the relatively short time of transmission: Most individuals may have yet to pass from the long asymptomatic period to symptomatic Chagas disease.

Inevitable Increase

The finding has crucial implications for the future management of the disease. Because the lack of late-stage Chagas disease in Arequipa is not an indication of a weakened parasite, the researchers believe that preparations should be made for a potential increase in chronic Chagas cases in coming years. As they have throughout their research, Levy's team is working in close collaboration with the Peruvian government to ensure that the warning provided by their work does not go unheeded. "Everything we do in Arequipa is with the local Ministry of Health," Levy said. "We're very much integrated with the government's Chagas disease control program. We started diagnosing people who are asymptomatic and the Ministry of Health is treating the individuals who are diagnosed to increase the probability they don't progress to later-stage disease."

Levy and his collaborators, including Eleazar Cordova-Benzaquen and Cesar Naquira in Peru, plan to expand their epicenter regression modeling techniques to study other infectious diseases, including the West Nile virus in New York City. The method can even be applied to fighting the spread of pesky insects such as bedbugs. "We're trying to work in parallel to improve control of Chagas vectors and bedbugs," he noted. "The idea is if you find a house with bedbugs, where do you go next? Same thing with the Chagas bugs. When they come back after the insecticide campaigns, you get a report and you have to figure out how to react to those reports, which are pretty scattered." Levy and his team have found a way to find patterns, and thus more predictability, in the chaos of infectious disease transmission.

Oil up over 5 percent on hope for Europe debt deal (AP)

Benchmark oil rose $4.21, or 5.3 percent, to finish at $84.45 per barrel in New York. Brent crude, which is used to price international varieties of oil, increased $3.20, or 3.1 percent, to $107.14 per barrel in London.

Stocks and commodities rose on the improving international picture. Gold broke a three-day slump and rose more than 4 percent. The Dow Jones industrial average, the Standard & Poor's 500 index and the Nasdaq composite all rose more than 2 percent.

Crude oil has fallen about 15 percent since July and is down 26 percent since hitting a high for the year of $113.93 per barrel on April 29.

"Worries about the economy are what drove prices down, and if things are going to stabilize and look more positive, then the belief is that demand is going to recover," said Tom Bentz, an analyst at BNP Paribas Commodity Futures. "We just follow what the economy is doing these days."

Andrew Lebow, MF Global senior vice president, said oil could start to fall again on any negative sign about the economy. "It's hard to say that this is really on very firm footing," he said.

The drop in oil prices has helped drivers. Gas prices fell just over a penny to a national average of $3.48 per gallon on Tuesday, according to a survey by AAA, Wright Express and the Oil Price Information Service. That's 10 cents lower than just a week ago.

In other energy trading, heating oil rose 8.27 cents, or 3 percent, to finish at $2.8857 per gallon, gasoline futures rose 10.76 cents, or 4.3 percent, to end at $2.6360 per gallon and natural gas was up 3 cents to finish the day at $3.875 per 1,000 cubic feet.

SSX May Leave You Feel?ing Cold

The SSX series has been miss?ing in action for four years now, with the most recent release in the fran?chise being SSX Blur for the Wii in 2007. Despite rumours of an iPhone adap?ta?tion, the series seemed dead to the world. But like is the case for all good things, a reboot is never out of the ques?tion. And behold! The 2012 release of SSX could well be the reboot the series needs to get back on?top.

SSX is an inter?est?ing return to the series, with real?is?tic and excit?ing tracks for play?ers to snow?board down at high speeds, mas?sive jumps, and sim?ple game?play. As always, you start off in a heli?copter, prepar?ing to jump down into the snow to start thrash?ing (if that?s what snow?board?ers call it). With the press of a but?ton, you leap to the track, and your thrilling run begins.

Despite the whole track being cov?ered in snow, it still looks beau?ti?ful. The moun?tains around you look real?is?tic as you zoom by them, and when you make a sharp turn, the snow that flies from under?neath you looks as though the devel?op?ers have actu?ally ren?dered mil?lions of indi?vid?ual snowflakes. What?s more, each track is based upon real world loca?tions, all of which have been mapped by NASA, mean?ing that not only is the game gor?geous to look at, but it?s also accu?rate in detail.

Some issues that hard?core fans of the SSX series may have, though, is the change in game?play. Whereas the old titles were at least slightly true to the expe?ri?ence of snow?board?ing ? you could wipe out being the main aspect ? in the reboot, it is almost impos?si?ble. Play?ing through two tracks, not once did I eat the snow. Even when I flew off a jump, hit a tree, then a moun?tain?side, then landed on my head, I some?how bounced right back up onto my feet/board, and con?tin?ued down the track. Although this will make the game much more enjoy?able and acces?si?ble for peo?ple who just want a sim?ple and fun game, maybe for par?ties or young chil?dren, it makes the expe?ri?ence seem some?what too easy, and to an extent, a lit?tle arcade-like. It doesn?t seem that the devel?op?ers intro?duced this fea?ture with more ?hard?core? play?ers in mind, instead with the inten?tion of open?ing up the series to new play?ers who had never expe?ri?enced a snow?board?ing game before.

What?s more, the con?trols seem lim?ited. Whilst play?ing the game is easy, the range of tricks that are avail?able seems sti?fling. I found myself, despite my fran?tic button-mashing, repeat?ing my com?bi?na?tion of method-grabs and indie-grabs, which, if you?ve played a snow?board?ing or skate?board?ing game before, are prob?a?bly the go-to sim?ple tricks. Even grind?ing along rails was unavail?able to me, so either the excit?ing tricks have been omit?ted alto?gether, or the game has had a major over?haul in how it?s played com?pared to pre?vi?ous entries in the series. It made the expe?ri?ence seem quite repet?i?tive and bor?ing, and the only rea?son I didn?t get bored with the small range of tricks is because the track was so inter?est?ing and excit?ing, span?ning dif?fer?ent direc?tions and locations.

Despite these flaws, the game is still good fun, and no doubt there will be improve?ments to it as time goes by. The game is not sched?uled to be released until next year, which means there should be plenty of time for the few, but quite irri?tat?ing, creases to be ironed out.

Obama takes shots at Perry, GOP debates

(AP) ? President Barack Obama is swiping at Texas Gov. Rick Perry, criticizing him as "a governor whose state is on fire, denying climate change."

Obama also poked at the audience reactions at recent GOP presidential debates, singling out those who cheered at the prospect of someone dying because he didn't have health insurance ? and those who booed a gay service member.

The president said "that's not reflective of who we are."

He made the comments Sunday at a fundraiser at the Silicon Valley home of John Thompson, chairman of Symantec Corp.

Hi everyone, refresh_daemon here and it?s now the seventh round of ?I Am a Singer? (?? ???) and indie rock champions Jaurim managed to stay in the competition by blowing away the competition in the second part of the sixth round last week. Of course, a new round means that we have a new singer coming in, so the question arises: who is it? Perhaps another indie singer? Also as usual, the singers get to pick their own songs for the first part and I think Anna and I both found only half of this week?s performances particularly notable.

The New Singer

rd: It?s Kim Kyungho! I don?t know his music too much, but I know of him as a 1990?s era hard/metal wailer. He talks about how he hasn?t changed his hair except once and he got such badmouthing as a result, what he?s been up to and some of the difficulties he?s faced up until now.

Anna: I had been hoping for Nam Jin after the Chuseok special I Am a Trot Singer (?? ??? ???) since just winning some beef seemed a bit lame to me. That man?s got 45 years of singing career behind him and did an outstanding job. But I do love Kim Kyungho?s ??? ??, which was part of my early introduction to Korean music. Isn?t he a bit too old to be called the ?rock prince??

The Singers Arrive

rd: Insooni?s brought her daughter along for the ride.

rd: Kim Yuna reflects on being number one. Yoon Dohyun was the first person to contact her and congratulate her on the result. She also notes that they don?t want to get 1 and 7 over and over again and then notes that one of their song?s titles is composed only of 1?s and 7?s as well as having their office number be 1717.

rd: Bobby Kim notes that he still hasn?t revealed his true character yet, trying to sound like others. I don?t know if this is true myself.

rd: Yoon Minsoo?s got a new manager, Ahn Youngmi, due to conflicts in schedule with Song Eunee. He mentions that the stress of possibly becoming eliminated resulted in two days of drinking.

rd: Kim Kyungho gets Jung Sungho as a manager. They apparently know each other and Jung quips that this is the first time he?s seen Kim in the daylight.

The Setlist

rd: Looks like the ?sing your own song? of the previous round was because there were so many new singers as the setlist is now composed of covers, but we have some good ones that I recognize this time!

Anna: I don?t know about recording schedules, but now I?m thinking perhaps the last round was done like that to make room for the trot special.

Bobby Kim
??? by Shinchon Blues
rd: Although I?m not perfectly familiar with a specific song, I definitely ended up spending at least one night flipping through Youtube videos of Shinchon Blues and I love the group. I can definitely see a possibly connection between the blues rock style of Shinchon Blues and Bobby Kim?s soul style, so I?m really looking forward to this.

Insooni
?? ?? ??? by Park Jungwoon
rd: I don?t know this song, but it?s got a soft rock vibe to it.
Anna: I love this song! After Shinhwa recorded a cover version of it I spent far too much time with the original on repeat singing along loudly whenever I was home alone. With Insooni singing it this is definitely the one I?m looking forward to the most.

Jaurim
???? by Shieen and Chongjang
rd: Another song that I?m unfamiliar with. Kim Yuna notes that it?s a difficult song for Jaurim and it?s 80?s folk ballad sound is pretty different from anything I?ve heard from Jaurim, so I?m curious.

Jang Hyejin
??? ??? by Lee Moonsae
rd: Strange to get this song as I recently wrote a review of a 1960?s movie by the same name and stumbled across this some while looking for info on the movie. It?s yet another ballad grown from folk origins, but I like this one.

Yoon Minsoo
?? ? ?? by Kim Chooja
rd: This is a classic and I?m a fan of Kim Chooja?s psychedelic vibe so I?m looking forward to this cover too. I hope Yoon?s vocals do it justice.
Anna: A great song, but I can?t help but fear it?s a bit of a waste on him.

?? ?? ?? by Kim Jungho
rd: Jo goes for a 70?s era folk ballad that he heard with his parents when he was young.

rd: Kim appropriately goes for an 80?s rock cover; one of his favorite songs from high school.

The Singers Prepare

rd: In addition to reflecting on their past performance and looking towards their next, Jaurim?s dropping off some Chuseok wine for the other singers. Bobby Kim seems to developing a spot as the ?awkward guy? on the show.

rd: Jung Sungho keeps commenting about how nervous he is.

Order Is Picked

rd: Up first is Bobby Kim, who remarks that getting the seventh spot didn?t help him at all, so he?s hoping for the fifth now. Kim Shinyoung keeps remarking that they picked the ball for first, but they open the ball and Bobby got his wish!

rd: Yoon Minsoo lets his arranger and fellow Vibe member, Ryu Jaehyun pick and Ryu grabs the fourth for Yoon.

rd: Jang Hyejin?s team wants the coveted sixth spot, but Ji Sangryul excitedly grabs and ball and picks the first.

rd: Jo Kwanwoo grabs the second spot.

rd: Park Huisoon gets the sixth for Jaurim and Insooni finds the ball for third.

Jang Hyejin?s ???? ????

rd: A lovely classical guitar intro that sparks a response from the emcees and Bobby as they recognize Ham Choonho, an music veteran. She goes into the not too quietly, but her voice shakes emotively as she sings?it?s a spare arrangement to start, but she?s giving me chills as she leads into the chorus. A flugelhorn is added to go with the guitar before the next first brings in the band. For some reason, the second chorus return doesn?t quite have the same impact with me as the sparer first chorus arrangement, but it?s still a lovely song and a decent outing for Jang.

Anna: The beginning is tranquil and beautiful. Even after the arrangement has been built up a bit it remains strong and tranquil. Another nice performance from Jang Hyejin, albeit not quite as touching as the first time she did something similar.

Jo Kwanwoo?s ??? ?? ???

rd: Jo?s song starts with the usual piano and string arrangement for ballads, which takes my expectations down a notch. He starts out delicately in normal voice?I guess the wait is now to see when the falsetto kicks in. So far it?s nice and he even reaches an emotional point in the song and still doesn?t go into falsetto. And even into the chorus? wow. He?s not bad. There we go, falsetto in the echo of the chorus, but only briefly! He continues singing in normal voice! And there?s the falsetto again as instrumental accompaniment. I?m really impressed that he stepped out of his element again and managed to deliver a good performance. I like the new Jo Kwanwoo!

Anna: He?s doing a lot better than usual, and when he does use his falsetto voice it actually fits pretty good. Best I?ve seen of him so far and the audience seems to enjoy it too.

Insooni?s ??? ?? ????

rd: I love Insooni?s hat and white ensemble. In a change of pace, the brass section opens up swinging with the drums as Insooni gets in the groove. It?s a jazzy arrangement, very mellow. There?s something subdued about the arrangement and performance. It?s fun to listen to, but for the first time, Insooni?s not capturing me like she?s usually able to manage. After the takes off her hat and gets more into it, I like it more and Insooni?s still dynamite when she lights up, even going a cappella and still keeping up the energy with her voice. A key change and the return of music keeps things fun. I admit it took a while to warm up to this one, but I liked it in the end?kind of reminds me of how I felt about Bobby Kim?s take on Rain?s ???? ??? ???.

Anna: She?s getting rave applauds already when entering that stage looking like that. Well deserved. I?m not too fond of the arrangement and not even Insooni?s voice is enough to save it. Pity for such a fantastic song. Only part I could really enjoy was when everybody was singing along.

Yoon Minsoo?s ??? ? ???

rd: Another piano led quiet start, but his husky voice makes him unique. The song is pretty dramatic even in the quieter intro. Eventually it goes into the song adding lots of chorus and even a brass section. I?m not sure I?m convinced by this arrangement, the groove does help drive it, but it seems a bit of a clash and Yoon?s not quite selling it to me for all of his emotive singing. Not a bad performance and it?s an interesting take on the song, but it didn?t quite connect with me, despite Yoon letting it out at the song?s climax.

Anna: His singing style sorta ruins the beginning for me, but I do like the piano arrangement. His voice sounds better when there?s more to support him. I would?ve rather seen somebody else do this song, but he does it well when he puts more into it.

Bobby Kim?s ?????

rd: I?m really curious about this one. He opens up with a jazzy piano intro and his Bobby Kim styled vocals, a much cleaner singing style than Shinchon Blues and here comes the horns leading a kind of funky jazz undertone complete with scratch guitar. Bobby?s playful and a nice reggae beat sets up the song?s build. There?s a real hip hop underscore to the rhythm too. Oh! Bobby gets into a faster paced quasi-rap bridge, a new sound for the show altogether and very Bobby Kim/Buga Kingz. I wasn?t entirely convinced of this take on the song, but I really like this turnabout which also engages the audience more. After a short falsetto break, we slow back down and then quiet down even more for the verse reprise before finishing with a big finale. I have to say, like Insooni?s song, I wasn?t captured until partway through, but I really loved how Bobby put all sorts of elements of what he does into this performance and even though it?s a bit of a change from the original, it really stands out amongst the other performers. Bobby Kim smiles as he heads off stage and it suits him well.

Anna: He?s talking reggae and rap before the song starts, and the song shows it?s not just talk. Finally some real Bobby Kim! It?s great to hear it. He should?ve done it this way all along. Really hope the audience rewards him well for his performance. It was his best yet.

Jaurim?s ??????

rd: Kim Yuna notes that the lyrics of the song really help make it. Ooh, she begins a cappella and then the strings slowly fill in with a piano as the song builds. Kim Yuna is singing beautifully and the song itself has a change as the drums quietly come in. Then as she quiets to a seeming close, the band explodes into action. It?s quite majestic. Then she straps on a guitar herself and sings even more passionately. Ah, this is the Jaurim I was hoping would show up on the show and I?m so very glad they did. A beautiful rendition that quiets just as it began with a chorus echo closing out the song. Loved it.

Anna: A solemn intro with piano, strings and drum. I really, really like the turn towards a Jaurim sound midway.

Kim Kyungho?s ??? ? ?????

rd: Kim draws screams from the crowd as he shows himself. A dramatic piano opens the song, which very much sounds like a product of its times. Kim is singing without great effort, but quickly shows a touch of his range. However, despite the hard chorus, I?m not quite taken by his performance yet, as it seems a touch reserved. He does have a rock presence tho. As the chorus comes in to help fill the back of the song, he does seem to become more engaged and the arrangement build helps, really capturing the kind of hard rock ballads he was championing. And it?s also nice to have some unapologetic rock on the show with Yoon Dohyun gone and Jaurim more eclectically oriented. Quite dramatic and also unique on the show too. I just hope that Kim is able to stretch a little with later performances to keep challenging himself.

Anna: He?s been looking nervous all night, as if he didn?t know what he was doing there. The reaction from the audience indicates he shouldn?t have been and now it?s turn for everybody else to look nervous. He?s got a good contact with the camera from the start and he?s doing better than most of the other singers. It really does sound like Kim Kyungho. He seems comfortable and continues to perform well. Very Kim Kyungho, and very good.

Personal Picks

rd: 1) Jaurim, 2) Bobby Kim, 3) Insooni, 4) Kim Kyungho, 5) Jo Kwanwoo, 6) Jang Hyejin, 7) Yoon Minsoo
For me, the top picks were easy. Jaurim did everything that I love about the band and Kim Yuna?s singing was very passionate. Bobby Kim also put on a great show and did what he does best as well. I think Insooni?s performance was strongest of the remaining bunch, even if it took some time to warm up to it and next to the diversity and character of Bobby Kim, it did pale a little since it was of a similar temperament. As for Kim Kyungho, I picked him fourth because he performed well and differentiated himself quickly. The rest were not easy to pick. Jang Hyejin?s arrangement stood out in my mind as well, but it was really close between her and Jo Kwanwoo, as Jo?s normal voice resulting in perhaps my favorite performance from him yet. Unfortunately for the two balladeers, when placed next to the sheer power of Kim Yuna and Kim Kyungho, it?s hard to compare. Yoon Minsoo tried and did visibly put in a lot of effort into his take on Kim Chooja, but it didn?t convince me. I?m not sure if it was the arrangement or a lack of understanding of why the song works, but he was clearly last for me.

Anna: 1) Jaurim, 2) Kim Kyungho, 3) Bobby Kim, 4) Yoon Minsoo, 5) Jang Hyejin, 6) Jo Kwanwoo, 7) Insooni
Jaurim were fantastic and for me they didn?t have much competition for the top spot. I thought it was great to see Kim Kyungho, and Bobby Kim came out unusually strong as well. Although there were so many good songs today, the rest of the performances didn?t really appeal to me. I never had expected to put Insooni last, but with such a good song she should?ve been able to do much better. Even if part of that is due to the arrangement not giving her a chance to actually do the song justice, there?s no way of it not reflecting on her since she should?ve had more than a little say in that as well.

New Tax Treatment for Cell Phones ? Human Resources & Safety

The IRS has issued guidance clarifying the tax treatment of employer-provided cell phones.

The guidance relates to a provision in the Small Business Jobs Act of 2010, enacted last fall, that removed cell phones from the definition of listed property, a category under tax law that normally requires additional recordkeeping by taxpayers.

In Notice 2011-72, the IRS states that when an employer provides an employee with a cell phone primarily for noncompensatory business reasons, the business and personal use of the cell phone is generally an excludable fringe benefit, nontaxable to the employee. The IRS will not require recordkeeping of business use in order to receive this tax-free treatment.

At the same time, in a memo to its examiners, the agency has announced a similar administrative approach to arrangements where small businesses give cash allowances and reimbursements for work-related use of personally-owned cell phones. Under this approach, employers that require employees, primarily for noncompensatory business reasons, to use their personal cell phones for business purposes may treat reimbursements of the employees? expenses for reasonable cell phone coverage as nontaxable. This treatment does not apply to reimbursements of unusual or excessive expenses or made as a substitute for a portion of the employee?s regular wages.

According to the IRS, examples that would qualify as noncompensatory business reasons include: an employer needing to contact an employee at all times for work-related emergencies; a requirement that the employee be available to speak with clients when away from the work site; and a need to speak with clients who are in other time zones at times outside the normal work day hours.

The new guidance does not apply to the provision of cell phones or reimbursement for cell-phone use that is not primarily business related, as such arrangements are generally taxable.

Patti Stanger of 'Millionaire Matchmaker' Criticizes Gay Community

When people tuned in to the season 5 premiere of Bravo's Watch What Happens: Live Sunday night, they certainly were watching something controversial happen.

Millionaire Matchmaker host Patti Stanger came on the show to give viewers and host Andy Cohen relationship advice, but what they got was something much more divisive. Stanger is known for voicing her opinions regardless of how blunt they are -- that's part of her appeal -- but when one fan called in and asked for Stanger's take on long-distance relationships, she made a point of asking the man whether he was gay. And that's when things got weird.

"Long distance relationships are great because they go faster and are quicker to close to a serious (relationship), almost marriage," she said. She then added: "In the gay world, it will always be open."

That wasn't the end of it, though. Cohen asked for clarification, saying, "So wait, gays can have open relationships?"

"There's no curbing the gay... I've tried to curb you people," Stanger responded. "I've decided to throw in the towel and just say, 'Do what you want. But when you find the right person, you will know.'"

She added that once gay men find love, they will no longer want to use social networking sites and other similar activities. Cohen, who is himself gay, clearly was put off by Stanger's comments. He called her out on her generalizations about gay men and open relationships, and said that he is "down for the monogamy."

When Stanger laughed and asked him when his last serious relationship was, Cohen answered that it was a three-year-long courtship that started six years ago. "So since business took off, you kicked him to the curb?" Stanger shot back.

Later in the show, Stanger told a Skype caller who announced he was gay, "You're very handsome, I thought you were straight."

When Cohen asked Stanger why that was a compliment, she answered, "Because he's not queen-y." Alrighty then!

Abbas stakes Palestinian claim to state at U.N. (Reuters)

UNITED NATIONS (Reuters) ? Palestinian President Mahmoud Abbas asked the United Nations on Friday to recognize a state for his people, but Israeli Prime Minister Benjamin Netanyahu dismissed the world body as a "theater of the absurd" and said only direct talks could deliver peace.

Abbas handed U.N. Secretary-General Ban Ki-moon a letter requesting full U.N. membership, which the Security Council will discuss on Monday. The United States has vowed to support its Israeli ally and use its veto if a vote is held.

"I do not believe that anyone with a shred of conscience can reject our application ... and our admission as an independent state," Abbas told the U.N. General Assembly in an impassioned speech that won a standing ovation even as Israeli and U.S. delegates looked on stone-faced.

Trying to head off a clash in the Security Council, a quartet of Middle East mediators urged a return to peace talks within four weeks, "substantial progress" within six months and an agreement to be struck within a year.

Highlighting the divisions in the Palestinian camp, Hamas, the Islamist faction which rules the Gaza Strip, rejected Abbas' move as "begging" for statehood. "States are not built upon U.N. resolutions. States liberate their land and establish their entities," said Hamas spokesman Ismail Haniyeh.

The Quartet -- the United States, Russia, the European Union and the United Nations -- asked Israel and the Palestinians to submit proposals on territory and security within three months.

"The Quartet proposal represents the firm conviction of the international community that a just and lasting peace can only come through negotiations," U.S. Secretary of State Hillary Clinton said, urging both sides to seize the chance to talk.

Former British Prime Minister Tony Blair, the Quartet's special envoy, said the major powers believed they were closing in on guidelines that both sides could accept.

But previous proposed timetables for negotiations, such as a one-year deadline set by former U.S. President George W. Bush in 2007 and one by Obama a year ago, have run into the sand.

Abbas' statehood ploy exposes waning U.S. influence in a region shaken by Arab revolts and shifting alliances that have pushed Israel, still militarily strong, deeper into isolation.

In their speeches, Abbas and Netanyahu both said they extended their hands to the other party, but each blamed their opponents for the failure of past peace efforts.

"We cannot achieve peace through U.N. resolutions," Netanyahu said, demanding that the Palestinians recognize Israel as the Jewish state, something they reject because they say that would prejudice the rights of Palestinian refugees.

Netanyahu offered to meet Abbas immediately in New York, minutes after Abbas said settlement activity must cease first.

LOSS OF FAITH

The Palestinians say they will give the Security Council "some time" to consider their request, but if that fails may ask the General Assembly for upgraded status short of full membership that could let them join international bodies.

Abbas' statehood bid reflects a loss of faith after 20 years of failed peace talks sponsored by the United States and alarm at Israeli settlement expansion in occupied land Palestinians want for a state.

"This (settlement) policy will destroy the chances of achieving a two-state solution and ... threatens to undermine the structure of the Palestinian National Authority and even end its existence," Abbas declared.

It was the first time he has spoken so starkly of the PA's possible demise, highlighting problems faced by a body set up as a state-in-waiting but now seen by its critics as little more than a big municipality, managing the civilian affairs of the main Palestinian cities under Israeli occupation.

Dissolution of the PA would throw responsibility for ruling all of the West Bank back to Israel as the occupying power.

Israeli and U.S. politicians have threatened aid cuts that could cripple the PA, the source of 150,000 jobs.

Israeli delegates stayed in the hall during Abbas' speech, which was punctuated by applause, especially when he recalled his predecessor Yasser Arafat's 1974 admonition to the United Nations: "Do not let the olive branch fall from my hand."

In the West Bank, flags and portraits of Abbas and Arafat, draped buildings in a Ramallah square where Palestinians watched a live broadcast of Abbas' speech.

"We have come to take part with our people in asking for our rights," said Mohammed Hamidat, 40. "With the current closed horizons, it's the only thing we can do, even if the result is failure. It's been years since we have seen anything new: this is a first step."

Israeli settler Meir Bartler, 25, said: "We don't care what they're up to at the U.N. We have the bible, which says the land of Israel belongs to the Jewish people."

A gulf of mistrust separates Israelis and Palestinians, who each feel their existence is at stake in a bitter struggle over borders, security, refugees and Jerusalem.

Political rifts among Palestinians, and the constraints of U.S. domestic politics, where support for Israel is strong, further complicate efforts to bridge the gaps.

Abbas spokesman Nabil Abu Rdaineh said the Quartet proposal would be discussed in Ramallah but indicated there could be no compromise on the core issues of the 1967 borders and Jewish settlement construction.

BURDEN OF HISTORY

The divisions are rooted in a heavy burden of history, painfully contested narratives and recurring bloodshed.

The United Nations partitioned Palestine in 1947, but Arab states rejected that and declared war on the new state of Israel, which then captured more territory than it had been allotted under the U.N. plan and dispossessed hundreds of thousands of Palestinians, who became refugees.

Two decades after Israel seized the West Bank, including East Jerusalem, and the Gaza Strip in the 1967 Middle East war, which it launched fearing Arab states were about to attack it, the Palestine Liberation Organization recognized Israel and reduced its demands to a state on those territories.

In 1993, PLO leader Arafat and Israeli Prime Minister Yitzhak Rabin shook hands at the White House on a plan for Palestinian self-rule, which was never fully implemented.

Israel has expanded its settlements in the West Bank, although it dismantled them in the Gaza Strip, now ruled by Hamas Islamists who refuse to recognize the Jewish state.

Abbas accepts that negotiations are still necessary, but argues statehood will put Palestinians on a more equal footing. Israel sees the U.N. bid as an attempt to destroy its own legitimacy.

UK military think tank: Libya campaign needed luck

(AP) ? The NATO-led air campaign in Libya needed luck to overcome its initially haphazard command, complex new international partnerships and the withdrawal of the United States from a leading role, a top military think tank says.

The London-based Royal United Services Institute said in a report published Friday that the "curious operation" ? which was unlike recent troop-heavy combat in Iraq and Afghanistan, and involved a broad cluster of nations ? succeeded only through a mix of "improvisation, innovation, and good luck."

NATO took over control of the mission from the U.S. several days after airstrikes began March 19, working alongside nations including Qatar, Jordan and the UAE under a United Nations resolution to protect Libyan civilians from attack by strongman Moammar Gadhafi's forces.

Russia and other nations have been heavily critical of how Britain and France and interpreted the U.N. resolution, accusing them of using the authorization to help Libya's rebels topple Gadhafi.

"Whether saving civilian lives automatically meant fighting to remove Gadhafi was a difficult political line to maintain," Michael Clarke, the director of RUSI, said in the report. "This made the military objectives more ambiguous than they might otherwise have been."

The decision by President Barack Obama to limit the role of the U.S. in the campaign and to hand leadership duties to NATO saw Britain's Prime Minister David Cameron and French President Nicolas Sarkozy unexpectedly take a diplomatic and military lead.

Praising the men, who were greeted by jubilant crowds on a joint visit to Tripoli and the eastern city of Benghazi last week, Clarke said they had been the "accidental heroes" of Libya's civil war.

"There can be no doubting that the allied air operation was critical to saving many innocent lives and removing a dictatorial regime," Clarke wrote. "Britain and France, almost alone among the international community, took a consistent and robust line from the beginning and have now seen it through to the verge of military success."

The RUSI report predicted the relationship between the United States and its other NATO allies would be strained by the campaign, with the alliance more likely to rely on European leadership in the future. Working alongside a cluster of non-NATO nations ? who needed to be integrated into a command structure ? will likely also become more common.

Most analysts predict that future conflicts will also frequently see nations come together in short-term alliances to fight specific campaigns, rather than act as established blocs, such as NATO.

RUSI's examination also concluded that special forces had played a key role in the Libya conflict, despite the fact the U.N. resolution ruled out the deployment of foreign ground troops.

European and former U.S. officials confirmed special forces from Western and Middle Eastern nations carried out operations, though Britain and France have declined to confirm publicly that their troops were involved.

"The high profile air campaign in support of rebels was not undertaken in isolation of efforts on the ground, nor could it have guaranteed the success of rebel attempts to advance. Special forces activity was a vital enabler," Mark Phillips, RUSI's military and intelligence research fellow, wrote in the report.

RUSI estimates France and Britain each had between 10 and 40 special force soldiers in Libya to help liaise with rebels and guide airstrikes, while Egypt deployed around 100 and Qatar and Jordan both supplied 20. Italy sent about 10 elite troops and Bulgaria about 12, it claimed.

Britain's defense secretary Liam Fox said Friday that 16 British Tornado jets and two attack helicopters were continuing operations in Libya, where the ousted Gadhafi remains at large and fighting still rages in some areas.

"The work is not yet over, and the U.K. will maintain its commitment for as long as it is required," he said.

What Is The Best Exercise For Osteoporosis?

Women achieve their maximum bone mass in their early 20?s. The more bone mass you accumulated before that age, the more likely you are to have healthy, strong bones later in life. Yet studies show that by the age of 16, only 11% of girls are involved in regular physical activity. Studies also show that active mothers and fathers are more likely to have active children.

Few examples of some weight-bearing activity:

  • walking
  • running
  • blading
  • skipping
  • dancing

Walking to stay healthy

Walking is a good weight-bearing activity. A good routine would be to walk:

  • at a moderate pace
  • about 30 ? 40 minutes a day ? 10 minutes at a time, if that is easier for you
  • at least 7 miles a week (or just over 11 kilometres)

There are many easy ways to increase your daily physical activity such as:

  • taking stairs instead of an elevator
  • walking to school or work instead of driving or taking a bus
  • offering to walk the dog or cut the grass

When choosing social activities, instead of going to a movie or the coffee shop, you can pick from the following:

  • dancing (modern, ballroom, cultural)
  • cross-country skiing (or snowshoeing)
  • hiking (any season of the year)
  • tai chi (great for stretching and balance)
  • rollerblading (or ice skating)
  • court sports (tennis or squash)

Family exercise

Studies show that the children of physically active parents are more likely to be active themselves. The more bone mass children accumulate before age 30, the healthier their bones will be later in life. Set a good example for your children and grandchildren.

Here are some ways to encourage them to be active:

  • reward children and adolescents with praise for active behaviour
  • choose an activity that members of the family can do together every day, such as evening walks or going on a bike ride
  • suggest healthy female role models, such as athletes, for your daughters
  • take an interest in your daughter or daughter?s activities, drive her to practices
  • take photos of her participating in sports events, display them proudly
  • on the next family vacation, consider a walking tour, cross-country skiing, skating or hiking

Dangers of Over-exercising
A small number of young female athletes and performing artists over-exercise in an attempt to maintain peak levels of performance and attain a ?desirable? level of thinness. This can actually result in bone loss. These young women are often involved in dance or gymnastics, where a lot of importance is placed on appearance. Endurance sports, such as excessive long-distance running, also pose a risk.

Over-exercising causes athletes to lose so much body fat that they can?t maintain the hormone levels needed to achieve optimal bone density. That can mean fractures later in life. And stress fractures in the bones of the foot, legs and ribs are more common in these young athletes.

Treating this type of bone loss needs a team approach, so that other issues, like eating disorders, can be addressed.

In spite of these problems the benefits of exercise far outweigh the risks.
