iPad Mini reviewers agree: It's a mini iPad

Apple's iPad Mini will be available for purchase this Friday, and the first batch of reviews has hit the Internet. They seem to agree on a few points: It's built?like an iPad, the screen is a step down, and it's the most hold-able tablet yet.

Walt Mossberg of the Wall Street Journal says, "You can think of it either as a low-cost, compact cousin of the full-sized iPad, or a costlier, larger-screen alternative to the 7-inch models." And indeed, whether the iPad Mini is a luxury or a?bargain depends on what you're considering as alternatives.

The competition at the $200 level is formidable: Google's Nexus 7, Amazon's Kindle Fire, and Barnes & Noble's Nook HD. All offer higher-resolution screens and similarly small form factors. Yet the iPad mini costs $129 more to start. What does it have that the others don't?

According to pretty much every reviewer: The look and feel. "If the iPhone 5 is reminiscent of jewelry, the iPad mini is like a solidly made watch," says The Verge. "When you hold it, it almost feels like you?re just holding a sheet of glass," says TechCrunch. "If there were an industry award for Tablet You Can Most Easily Envision Holding For Extended Periods of Time, the Mini would be a runaway winner," says Time's TechLand. And Fox News gives perhaps the best compliment of all: "When I picked it up, I was reminded of the first time I held a first-generation iPhone."

Clearly, the fit and finish?of the device is superior ? which should probably be expected from something that costs half again as much as the devices it's being compared to.

And then there's the fact that it runs a ton of iPad apps out of the box ? a big selling point for people who don't want to worry about such things when migrating to a new device. "Nearly every larger iPad app I've thrown at it feels usable and comfortable at this smaller screen size," CNET assures us. And the famous iPad battery life is intact, too: Engadget's tests put it at 12 hours and 43 minutes, the best out of all the tablets they've measured.

One thing every reviewer acknowledges but for which?no one seemed inclined?to ding Apple is the screen. The 1024x768 resolution is the same as the original iPad's, yet not only do the iPad Mini's cheaper competitors now?have higher-res?screens, but many smartphones do as well! Reviewers seem to let Apple off the hook by saying that since the screen is smaller, those pixels are packed more closely together than on the iPad 2 or original model.

"Nobody's going to complain about the sharpness," suggests David Pogue at?the New?York Times, but that's probably?not true. Millions have grown accustomed to the sharp displays since the iPhone 4 debuted in 2010, and the iPad Mini's big brother was a huge hit specifically because of the "sharpness" of the Retina display. And while reviewers rightly?praise the Mini's larger 7.9-in. screen in comparison to its 7-in. competition, what they're saying about screen real estate isn't strictly true.

Apple's tablet may have more square inches, but the 1440x900 pixel display of the Nook HD, though smaller physically, can display more words, more clearly ? and the same is true to a lesser extent of other 7" tablets.?

Giving Apple a pass on the screen is a bit questionable, but in fairness to the iPad Mini, its screen is technically more sharp than the?iPad 2's, and by all accounts, this miniaturized iPad is excellent in everything but resolution.

Should you buy it? Screen gripes aside, the sturdy, pretty iPad mini definitely allows you do do a few new things: read one-handed, for instance. Being small and light also makes it a good choice for kids.?

To?really know whether it's worth it, though, it might be a good idea to see the iPad Mini with your own eyes. Of course, once you pick one up, as the reviewers note, you may find it hard to put down ??regardless of your reservations.

If you choose to fight the urge, though, no one will blame you. Given Apple's typical pace in improving its devices,?it seems likely that we'll see a Retina-display Mini by this time next year, if not sooner ? and maybe at a more competitive price.

Census: Jump in young adults moving out of state

WASHINGTON (AP) ? Their lives on hold for years, young adults are now making big moves in the fledgling economic recovery, leaving college towns or parents' homes and heading out of state at the highest rate since the height of the housing boom.

New census data released Thursday offer a detailed look at U.S. migration as mobility begins to revive after sliding to a record low last year.

The latest numbers show that young adults 25-29 are the primary out-of-state movers; they had the biggest gain in 13 years as they struck out on their own to test the job market in urban, high-tech meccas such as Washington, D.C.; Denver; Portland, Ore.; Seattle; and Austin, Texas.

In contrast, groups that showed some of the most movement in the housing boom of the last decade (2000-2010) ? working professionals, families and would-be retirees ? are still mostly locked in place, their out-of-state migration levels stuck at near lows due to underwater mortgages and shrunken retirement portfolios.

The demographic shifts, which analysts say could continue for many more years, are once again rejiggering the housing map.

Out are the super-sized McMansions in far-flung suburbs and in the sprawling Southwest, which helped drive rapid metro area growth in the early to middle part of the last decade in places such as Phoenix; Las Vegas; Orlando, Fla.; and Atlanta. In are new, 300 square-foot "micro" apartments under consideration for wider development in dense cities such as New York, San Francisco, Boston and Seattle, which are seeking to attract young single adults who value affordable spaces in prime locations to call their own.

"Footloose young singles are forming the leading edge of the coming migration wave," said William H. Frey, a Brookings Institution demographer who reviewed the numbers. He attributed the recent jump in mobility to pent-up demand among young adults who now are ready to "move on a dime" to land a job opportunity.

"We will see their migration rates swell even higher if the jobs become more plentiful," Frey said. "Families, older professionals and retirees will be latecomers; they have more financial baggage and will need to make more careful decisions about when and where to move."

Richard Florida, an American urban theorist and professor at the University of Toronto's Rotman School of Management, called the mobility gain an important sign the U.S. economy is getting back on track.

"Young people are moving out of their parents' basements and sampling places and sampling careers again," he said. "After living at home for a while, young people have kind of maxed it out. They are heading to bigger, vibrant cities, predominantly, because they're looking for economic opportunity and building their social networks."

About 1.7 percent of the U.S. population moved across state lines to a new home in the 12-month period ending March 2012, up slightly from 1.6 percent in the previous year.

The share of young adults ages 25-29 who moved to a new state was higher, about 3.8 percent. That's up from 3.4 percent in the previous year and the highest level since the height of the housing boom in 2005, when mobility was 5 percent. The 0.4 percentage point increase in 2012 is also the biggest jump for young adults since 1999, when the rapid rise of Internet startups and the need for young workers during the dot-com bubble drove migration.

Moving rates for college graduates of all ages remained mostly flat at 2 percent.

Among Americans 55 and older, out-of-state moves dipped from the previous year to a low of 0.7 percent. At the height of the housing boom, interstate migration for this group reached well over 1 percent, due mostly to baby boomers opting to retire early to residential hot spots in the South and West.

According to the latest data, some of the biggest winners in recent years have been states such as California, Massachusetts and New York. The states were able to reduce much of the annual losses they suffered in domestic migration during the housing boom, when residents left in mass numbers for wider, more affordable spaces in the Sun Belt and Mountain West. The bigger states also continue to gain relatively more people from higher immigration and births.

Broken down by age and metro area, the Washington, D.C., area ranked at the top of destinations for young adults in the 2009-2011 period, rocketing up from 45th in 2006-2008. The area has been boosted by its promise of more plentiful government-related jobs, as well as a continuing influx of students attending area universities and its up-and-coming neighborhoods.

Texas metro areas including Houston, Austin, Dallas and San Antonio, which already were on the rise before the recession hit in late 2007, have remained a strong draw for young adults due in large part to their thriving energy and high-tech industries. They ranked second, fifth, sixth and ninth, respectively, in terms of youth migration.

Denver and Portland, Ore., rounded out the top five at No. 3 and No. 4.

Separate census data released earlier this year showed that most of America's largest cities were growing at a faster rate than their surrounding suburbs for the first time in a century, driven mostly by young adults. That also has prompted city planners to devise ways to attract young adults, who generally desire no-strings-attached apartment living and close proximity to potential jobs.

New York Mayor Michael Bloomberg in July invited architects to design an apartment building of "micro-units" no more than 300 square feet. The city envisions a future in which the young and the cash-poor will flock to these dwellings, having grown weary of "doubling up" with friends or family in the economic downturn.

In San Francisco, developers are seeking permission to rent out apartments as small as 220 square feet, a little more than twice the size of some prison cells.

Kenneth Johnson, a senior demographer at the University of New Hampshire, said it's hard to predict how much migration ultimately will pick up given the uncertainty in the economy. He said the people making the biggest moves in the coming years likely will be those who feel they must: young adults in search of jobs, couples with small children seeking better schools, new retirees desiring high-amenity recreational living.

"I suspect the recession has sobered the American population about migration," Johnson said.

The census findings are based on the Current Population Survey as of March 2012, as well as comparisons of the 2006-2008 and the 2009-2011 American Community Survey to provide a snapshot of every U.S. community with at least 20,000 residents. Figures from the 2011 American Community Survey also are used to establish broader trends.

    5 Easy and Delicious Vegan Dinner Recipes

    I usually finish my yoga teaching day about that time and then want to hop on my computer to return the dozens of messages in my inbox. With all the projects I feel are still looming, food is often the last thing on my mind.?

    But if I wait too long, my kids will soon be asking for cereal and yogurt and, like any mom trying to multi-task, I may cave in to their demands.

    Does it often feel like preparing dinner is another chore you'd rather avoid? Do you opt for take-out more than you?d like to admit?

    One of the keys to successful eating is food preparation. I spend a few minutes each week going though my glorious cookbooks for recipes I?d like to prepare. I give my refrigerator a serious overhaul (getting rid of what is not being eaten and deciding upon a grocery list). Then, on a night I feel like I have more time or during a Saturday morning, I spend an hour or two making several dishes at once, so I don?t have to think about it again for at least three more days. If you have delicious, healthy meals already prepared, chances are you?ll be eating a lot better!

    Here are 5 easy but delicious vegan recipes that will allow you to maintain your sanity yet still permit your family to eat a nutritious, mouth-watering dinner together.

    1. Hearty Cabbage Salad

    For the salad

    • ? each Asian cabbage and red cabbage
    • Bok choy sliced in small pieces
    • Handful of snap peas, trimmed and cut lengthwise
    • 3 scallions chopped
    • Handful of Brussels sprouts peeled apart
    • 2 carrots sliced thinly or grazed
    • Handful sprouted mung beans
    • Handful of dried raisins, cranberries or dried blueberries
    • ? cup chopped walnuts
    • 1 Tbs sesame seeds (black looks prettier)

    For the dressing

    • ? cup extra-virgin olive oil
    • 1 ? 2 Tbs sesame seed oil
    • 1-2 Tbs apple cider vinegar
    • Splash of tamari?
    • 1 heaping Tbs raw tahini
    • 1 Tbs agave
    • 1 Tbs fresh or minced ginger
    • Pinch of Himalayan sea salt and fresh pepper

    Mix all ingredients in a big salad bowl and wisk dressing togehter. ?Sprinkle sesame seeds on top.

    2. Butternut Squash Soup

    Ingredients

    • 1 large butternut squash, diced
    • 1/4 cup cold-pressed extra-virgin olive oil
    • 1/4 cup pine nuts
    • 1 sprig fresh rosemary
    • 1/2 Roma tomato
    • 1-2 cloves of garlic
    • 1-2 Tbs of agave or your favorite sweetener
    • 1 cups warm water (if you're eating it raw, don't heat above 110 degrees)
    • 1 tsp sea salt

    Blend all ingredients in Cuisinart or blender. Goes great with raw chips or crackers.?

    Can keep in fridge up to 5 days and warmed again on stove.

    3. Pesto Spaghetti Squash

    Ingredients

    • ? Large Butternut Squash or 2 large yams
    • 3 Tbsp Miso master
    • 1 cup raw organic Brazilian or Pine nuts
    • Fresh basil (optional for a Pesto sauce)
    • ? cup Olive oil
    • ? cup water
    • Sea Salt to taste
    • Chives or green onions

    Directions

    Spiralize the yams or squash into ?pasta-like? noodles.?

    Drizzle olive oil and lemon juice on top while you make dressing.?

    Place water, nuts, basil, olive oil, sea salt and miso paste in blender and blend until smooth.?Pour over pasta, mix well, and place sprinkle chives on top.

    There you have it: a simple, raw pasta recipe. (Now that?s something you won?t find every day!) And your family will love it.

    4. Rainbow Chard Wraps

    For the middle

    • Chopped cabbage (mixed in sauce below),
    • Sliced or shaved carrots,
    • Bean sprouts
    • Sliced mangos
    • Mint leaves
    • Fresh basil

    Sauce for the cabbage

    • 1 Tbs maple syrup
    • 1 Tbs Braggs apple cider vinegar
    • Juice from one lemon
    • 1/4 cup raw almond butter

    Add the cabbage and mango mix to the rainbow chard.?

    Chop the cashews, add 2 Tbs sesame oil and a tsp of Himalayan sea salt and sprinkle this mixture on top. Then pour the sweet sauce.?Wrap and enjoy!

    5. Gluten Free Sweet Potato Vegan Burgers

    For the burgers

    • 2 cans cannellini pre-soaked white beans, drained
    • 1 large sweet potato, baked/peeled/mashed (about 2 cups)
    • 2 Tbs tahini
    • 2 tsp maple or agave syrup
    • 1 tsp lemon pepper seasoning or Cajun seasoning (or another favorite spice)
    • 1/4 cup Bob's Red Mill (or other brand) gluten-free flour
    • Pinch Himalayan sea salt
    • Plentiful gluten-free bread crumbs
    • Optional: additional seasoning (I recommend whatever you have on hand; I used a few dashes cayenne, black pepper and a scoop of nutritional yeast)

    Directions

    Bake sweet potato. Peel, place in large mixing bowl.

    Add drained beans to mixing bowl. Mash beans and potato together.

    Mash in seasoning, gluten-free flour and any additional seasoning. Your mixture will be soft and moist but you should be able to form a patty. If you need to thicken the mixture, add more flour or a scoop of nutritional yeast.

    Form a patty from the mixture and coat with the bread crumbs.?

    Cook until browned on both sides.

    Serve on toasted gluten-free bun with avocado, Dijon mustard, romaine and sliced onion.

    To say that the launch of Isis has felt drawn out would be a mild understatement. The alliance first signaled its intentions two years ago, detailed its first markets one year ago and faced a last-minute delay. All the ducks are finally in a row, however, and residents of both Austin as well as Salt Lake City can tap to pay (or score discounts) at the "hundreds" of locations that accept NFC-based purchases through American Express, Capital One, Chase and Isis' own cash card. Launch day brings app- and SIM-enabled access for nine devices spread rather unevenly across AT&T, T-Mobile and Verizon: only the Droid Incredible 4G LTE is confirmed working for Verizon subscribers, while the rest are divided more equally between multiple Samsung Galaxies and HTC devices like the Amaze 4G and One X.     CoPilot Live switches to Google search, adds additional Android integration

    The CoPilot Live GPS navigation app has been recently updated with a whole bunch of new features. High on the list is the replacement of Bing with Google search, and some deeper digging into the native Android experience, such as being able to launch directly into a navigation query from an address in an e-mail. The full changelog for CoPilot Live 9.3 reads: 
    • Free map update – the latest NAVTEQ street maps
    • Google search – CoPilot’s Local Search is now powered by Google
    • Android integration – allowing tasks such as navigating to an address in an email
    • New info display – including Current Road
    • Themes – four new free colour schemes are available*
    • Drive for a cause – a paid-for pink theme in support of Breast Cancer Awareness (all proceeds go to charity)*
    • Numerous user interface enhancements

    The uber-expensive European versions have been updated, as well as the bare-bones free version, though the South Africa, New Zealand, and Australian versions are still a bit behind. We've got a full review of t CoPilot Live here, and will have a Q&A with the devs going up sometime this week.

    Microsoft has finally revealed details on the pricing for the all-singing, all-dancing Surface RT. True to Steve Ballmer's word, the Windows RT device is priced competitively with the iPad. It is, in fact, the same price as the entry-level, now not-so "new iPad" and with double the flash memory, an advantage that may change by the time the Surface ships.

    The commercial shows off the device's signature hardware features -- the kickstand and touch keyboard cover -- and plays up the "click" they make when they attach to the Surface, which is of course similar to the "click" made when an Apple Smart Cover connects to an iPad. And in a bit of irony for a product that is more focused on tapping than the mouse clicks of the desktop mouse, its campaign slogan is "click in." (It also raises the question as to why people would be constantly attaching the sold-separately touch keyboard when it doubles as a cover, but it is a commercial after all.) While expensive relative to the price of the device, Microsoft's keyboard covers represent an extension of one of Apple's best-conceived iPad accessories (the Smart Cover) and far exceed one of Apple's worst (the original iPad keyboard dock).

Previous posts have introduced the two basic concepts underlying IDEA, free and appropriate education and least restrictive environment.? Last week we discussed eligibility and identification.? Today we will look at selected IEP issues.

    Some IEP Issuies

    Issues pertaining to IEPS are among the most frequent to appear in due process hearings.? Here are some fundamental points:

    Issues pertaining to individualized education programs are governed by IDEA ?? 612(a)(4) and 614 (d)-(f).? See, 34 C.F.R, ?? 300.320-300.323, ?300.324 ? 300.328.

    L.B. & J.B. on behalf of K.B. v. Nebo Sch. Dist., Bd. of Educ., et al, 379 F.3d 966, 41 IDELR 206 (10th Cir. 8/11/2004).? The IEP is the basic mechanism through which each child?s individual goals are achieved.?

    D.F. & D.F. ex rel N.F. v. Ramapo Cent. Sch. Dist. 105 LRP 57524 (2d Cir. 11/23/05).? The Court notes that the case raises an issue as to whether it is proper to utilize prospective or retrospective analysis of an IEP.? The court stated that an IEP is a snapshot not a retrospective. In striving for appropriateness, an IEP must take into account what was, and was not, objectively reasonable when the snapshot was taken, i.e., at the time the IEP was formulated.? Contrast, ?MS by Simchick v. Fairfax County Sch Bd 553 F.3d 315, 51 IDELR 148 (4th Cir 1/14/09).

    In a recent trend involving cases alleging failure to implement IEPs, courts have increasingly taken a stance that to be actionable, the failure to implement must have been "material." This trend follows the reasoning of the Ninth Circuit Court of Appeals in? Van Duyn ex rel Van Duyn v. Baker Sch Dist 5J 481 F.3d 770, 47 IDELR 182 (9th Cir. 4/3/7)?
