Report berates Vatican bank, urges serious reform

VATICAN CITY (Reuters) - A European report on Wednesday identified serious failings in the Vatican's scandal-plagued bank, sharply criticizing its management and giving the Holy See a negative rating in almost half the most important transparency-related criteria.

The milestone report, by Moneyval, a department of the Council of Europe, suggests the Vatican still has a long way to go before it can be included on an international "white list" of countries that abide by global norms on combating money laundering, the financing of terrorism and tax evasion.

The Vatican said it saw the 241-page report as a constructive starting point that would allow it to improve its financial controls rather than as a conclusion.

"We take both the praise and the criticism contained in the report with seriousness," said Monsignor Ettore Balestrero, who headed the Vatican team that worked with the report's authors.

The report comes at a time when the Vatican is battling to limit the fallout from a corruption scandal with Pope Benedict's butler suspected of leaking sensitive documents that allege wrongdoing in the Vatican's business dealings with Italian companies.

It was particularly pointed in its criticism of the management of the Vatican bank, officially known as the Institute for Works of Religion (IOR), and "strongly recommended" it be "independently supervised by a prudential supervisor in the near future".

Lack of independent supervision posed "large risks to the stability" of the Holy See's financial sector, the report said, an apparent suggestion that the bank should be fully independent of a committee of five cardinals who currently oversee it.

Senior management at the IOR lacked "fit and proper criteria", it added.

The IOR, whose tellers work under the gaze of crucifixes, is being investigated by Italian magistrates looking into money laundering. The bank is housed in the 15th-century Tower of Nicholas V, which Pope Benedict can see from his apartment windows.

The report did say that the Vatican had "come a long way in a short period of time" in making reforms and that many of the "building blocks" to combat money laundering were in place, even though more had to be done before it could join the international club of financial righteousness.

OUSTING

In 2010, Rome magistrates froze 23 million euros ($33 million) that the IOR held in an Italian bank. The Vatican said at the time that its bank had done nothing wrong and was merely transferring its own funds between its own accounts in Italy and Germany. The money was released in June 2011, but the investigation is continuing.

In a dramatic twist, the IOR's former president, Italian Gotti Tedeschi was ousted in a boardroom battle on May 24. He said he was fired because he wanted the bank to be more transparent, but the Vatican said he was an obstacle to transparency.

He was ousted a day after the arrest of the pope's butler, Paolo Gabriele, who has been held in relation to the leaking scandal in a small "safe room", in the Vatican's police station, where he prays daily. He was denied house arrest last week.

The Vatican has been trying to shed its image as a suspect financial centre since 1982, when Roberto Calvi, an Italian known as "God's Banker" because of his links to the Vatican, was found hanging from London's Blackfriars Bridge.

Although Vatican officials say they are determined to improve financial transparency in order to qualify for inclusion on the global white list, Wednesday's report showed they have their work cut out.

It awarded the Vatican negative grades of "partially compliant" or "non compliant" on seven of the 16 so-called core and key recommendations, while handing out grades of "compliant" or "largely compliant" on the other nine.

The seven negative grades included insufficient customer due diligence, insufficient compliance on reporting of suspicious transactions, and insufficient supervision and monitoring.

"There are seven areas where the Holy See must and will focus on," Balestrero said.

Moneyval, "The Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism", is a monitoring mechanism of the 47-nation Council of Europe that tries to ensure that member states comply with international financial standards.

Moneyval does not maintain its own "white list", but supplies information which could eventually be used by other organizations, such as the Financial Action Task Force (FATF), to determine whether the Vatican belongs on a "black" or "grey" list of countries that fail to measure up.

Any such decision is at least a year away, and would depend on a follow-up evaluation of how well the Vatican implements recommendations in Wednesday's report.

Balestrero said the Vatican would try to implement all the recommendations contained in the seven negative scores before the progress report.

VATICAN REFORM

The Moneyval evaluation, which the Vatican requested several years ago, grades a country against 49 recommendations, of which 16 are deemed "core and key".

It is not uncommon for countries to receive partially compliant or non-compliant marks on their first and even subsequent evaluations, accompanied by suggestions on how to improve.

Vatican sources compared the performance to Italy, which they said had five non-compliant or partially compliant marks on "core and key" recommendations in a 2005 evaluation, years after it began its evaluation process by FATF.

In 2010, the Vatican drafted new financial transparency laws and set up internal regulations to make sure its bank and all other departments that administer the Catholic Church around the world adhered to international standards on money laundering and terrorism financing.

As part of the new legislation, the Vatican established an internal Financial Information Authority (FIA) along the lines of other countries and promised to liaise with the FATF and law enforcement agencies.

But the Moneyval report said there was "lack of clarity about the role, responsibility, authority, powers and independence of the FIA as a supervisor".

The IOR's most infamous scandal involved the collapse 30 years ago of the Banco Ambrosiano, with lurid allegations about money-laundering, freemasons, mafiosi and Calvi's mysterious death.

The IOR held a stake in Ambrosiano, then Italy's largest private bank, and investigators alleged that it was partly responsible for its fraudulent bankruptcy.

The IOR denied any role in the collapse, but paid $250 million to creditors in what it called a "goodwill gesture".

Several investigations have failed to determine whether Calvi killed himself or was murdered.

Developing world has less than 5% chance of meeting UN child hunger target, study estimates

ScienceDaily (July 5, 2012) ? Insufficient progress has been made in most developing countries to meet the United Nations' target of halving the proportion of children who suffer from hunger by 2015 compared with 1990 levels, according to a systematic analysis of data on children's height and weight, published July 5 in the Lancet. Although the nutritional status of children under five has improved overall since 1985, one in five infants and children in developing countries is still moderately or severely underweight, amounting to an estimated 110 million children worldwide. Another 148 million are mildly underweight.

The UN set the target as part of its Millennium Development Goals. This new analysis, led by Professor Majid Ezzati from the School of Public Health at Imperial College London, estimates that while 61 out of the 141 developing countries studied are likely to meet this target, the developing world as a whole has less than a 5% chance of succeeding. Progress has been uneven between regions, with Asia and Latin America making the strongest improvements and sub-Saharan Africa falling behind.

Because nutrition has a strong effect on children's growth, nutritional status in children can be assessed using scores based on their height and weight relative to their age, called height-for-age and weight-for-age Z scores (HAZ and WAZ).

Researchers from Imperial College London, the World Health Organisation and universities in the US compiled HAZ and WAZ data from national surveys and other sources, and used statistical methods to estimate average Z scores and the prevalence of undernutrition (defined as insufficient food intake and absorption) for entire countries.

The results show that:

? The proportion of children classed as moderately to severely underweight fell from 30.1% to 19.4% between 1985 and 2011 in the countries studied. The prevalence of moderate to severe stunting (insufficient growth in height for their age) declined from 47.2% to 29.9%.

? South Asia, the region with the worst nutritional status in 1985, has improved considerably, but undernutrition is still a major issue. About one half of the world's underweight children live in South Asia, mostly in India.

? Undernutrition worsened in sub-Saharan Africa from 1985 until the late 1990s, when height and weight scores began to improve. The deterioration may have been due to economic shocks, structural adjustment, and trade policy reforms in the region in the 1980s and 1990s.

? In Ivory Coast and Niger, nutritional status was measurably worse in 2011 than it had been in 1985.

? Height and weight scores improved in all other regions, with the largest improvements in South Asia, East and Southeast Asia, and Southern and Tropical Latin America. The biggest improvement in children's height occurred in China and Vietnam.

? Some countries in Latin America, such as Chile, now have almost no undernutrition. The proportion of underweight children almost halved per decade in Brazil.

? As of 2011, about half of children in Burundi, Yemen, Timor-Leste, Niger and Afghanistan are moderately or severely stunted. More than one third of children in Timor-Leste, Bangladesh, Niger, India and Nepal are moderately or severely underweight.

This new study includes estimates of all levels of malnutrition, unlike previous analyses, which excluded children who were mildly malnourished. The statistics suggest that in most countries, the improvements are due to population-wide improvements in nutrition, rather than interventions targeting high-risk children.

Professor Majid Ezzati said: "Our analysis shows that the developing world as a whole has made considerable progress towards reducing child malnutrition, but there are still far too many children who don't receive sufficient nutritious foods or who lose nutrients due to repeated sickness. Severe challenges lie ahead.

"There is evidence that child nutrition is best improved through equitable economic growth, investment in policies that help smallholder farmers and increase agricultural productivity, and primary care and food programmes targeted at the poor. We mustn't allow the global economic crisis and rising food prices to cause inequalities to increase, or cut back on investments in nutrition and healthcare."

Biomimetic approach could lead to safer and more effective therapeutic strategies against life-threatening clots in patients with pulmonary embolism, stroke and myocardial infarction

Researchers at the Wyss Institute for Biologically Inspired Engineering at Harvard University have developed a novel biomimetic strategy that delivers life-saving nanotherapeutics directly to obstructed blood vessels, dissolving blood clots before they cause serious damage or even death. This new approach enables thrombus dissolution while using only a fraction of the drug dose normally required, thereby minimizing bleeding side effects that currently limit widespread use of clot-busting drugs.

The research findings, which were published online today in the journal Science, have significant implications for treating major causes of death, such as heart attack, stroke, and pulmonary embolism, that are caused by acute vascular blockage by blood thrombi.

The inspiration for the targeted vascular nanotherapeutic approach came from the way in which normal blood platelets rapidly adhere to the lining of narrowed vessels, contributing to the development of atherosclerotic plaques. When vessels narrow, high shear stresses provide a physical cue for circulating platelets to stick to the vessel wall selectively in these regions. The vascular nanotherapeutic is similarly about the size of a platelet, but it is an aggregate of biodegradable nanoparticles that have been coated with the clot-busting drug, tissue plasminogen activator (tPA). Much like when a wet ball of sand breaks up into individual grains when it is sheared between two hands, the aggregates selectively dissociate and release tPA-coated nanoparticles that bind to clots and degrade them when they sense high shear stress in regions of vascular narrowing, such as caused by blood clot formation.

Disruption of normal blood flow to the heart, lung, and brain due to thrombosis is one of the leading causes of death and long-term adult disability in the developing world. Today, patients with pulmonary embolism, strokes, heart attacks, and other types of acute thrombosis leading to near-complete vascular occlusion, are most frequently treated in an acute care hospital setting using systemic dosages of powerful clot-dissolving drugs. Because these drugs can cause severe and often fatal bleeding as they circulate freely throughout the body, the size of the dosage given to any patient is limited because efficacy must be balanced against risk.

The new shear-activated nanotherapeutic has the potential to overcome these efficacy limitations. By targeting and concentrating drug at the precise site of the blood vessel obstruction, the Wyss team has been able to achieve improved survival in mice with occluded lung vessels with less than 1/50th of the normal therapeutic dose, which should translate into fewer side effects and greater safety. This raises the possibility that, in the future, an emergency technician might be able immediately administer this nanotherapeutic to anyone suspected of having a life-threatening blood clot in a vital organ before the patient even reached the hospital.

Biomimetic approach could lead to safer and more effective therapeutic strategies against life-threatening clots in patients with pulmonary embolism, stroke and myocardial infarction

Researchers at the Wyss Institute for Biologically Inspired Engineering at Harvard University have developed a novel biomimetic strategy that delivers life-saving nanotherapeutics directly to obstructed blood vessels, dissolving blood clots before they cause serious damage or even death. This new approach enables thrombus dissolution while using only a fraction of the drug dose normally required, thereby minimizing bleeding side effects that currently limit widespread use of clot-busting drugs.

The research findings, which were published online today in the journal Science, have significant implications for treating major causes of death, such as heart attack, stroke, and pulmonary embolism, that are caused by acute vascular blockage by blood thrombi.

The inspiration for the targeted vascular nanotherapeutic approach came from the way in which normal blood platelets rapidly adhere to the lining of narrowed vessels, contributing to the development of atherosclerotic plaques. When vessels narrow, high shear stresses provide a physical cue for circulating platelets to stick to the vessel wall selectively in these regions. The vascular nanotherapeutic is similarly about the size of a platelet, but it is an aggregate of biodegradable nanoparticles that have been coated with the clot-busting drug, tissue plasminogen activator (tPA). Much like when a wet ball of sand breaks up into individual grains when it is sheared between two hands, the aggregates selectively dissociate and release tPA-coated nanoparticles that bind to clots and degrade them when they sense high shear stress in regions of vascular narrowing, such as caused by blood clot formation.

Disruption of normal blood flow to the heart, lung, and brain due to thrombosis is one of the leading causes of death and long-term adult disability in the developing world. Today, patients with pulmonary embolism, strokes, heart attacks, and other types of acute thrombosis leading to near-complete vascular occlusion, are most frequently treated in an acute care hospital setting using systemic dosages of powerful clot-dissolving drugs. Because these drugs can cause severe and often fatal bleeding as they circulate freely throughout the body, the size of the dosage given to any patient is limited because efficacy must be balanced against risk.

The new shear-activated nanotherapeutic has the potential to overcome these efficacy limitations. By targeting and concentrating drug at the precise site of the blood vessel obstruction, the Wyss team has been able to achieve improved survival in mice with occluded lung vessels with less than 1/50th of the normal therapeutic dose, which should translate into fewer side effects and greater safety. This raises the possibility that, in the future, an emergency technician might be able immediately administer this nanotherapeutic to anyone suspected of having a life-threatening blood clot in a vital organ before the patient even reached the hospital.

Active Region 1515 has now spit out 12 M-class flares since July 3. Early in the morning of July 5, 2012 there was an M6.1 flare. It peaked at 7:44 AM EDT. This caused a moderate classified as R2 on the National Oceanic and Atmospheric Administration's space weather scale radio blackout that has since subsided.

Radio blackouts occur when the X-rays or extreme UV light from a flare disturb the layer of Earth's atmosphere known as the ionosphere, through which radio waves travel. The constant changes in the ionosphere change the paths of the radio waves as they move, thus degrading the information they carry. This affects both high and low frequency radio waves alike. Radio blackouts are rated on a scale from R1 (minor) to R5 (extreme). An R2 radio blackout can result in limited degradation of both high- and low-frequency radio communication and GPS signals.

The same region has also produced numerous coronal mass ejections or CMEs. They have been observed and modeled by NASA's Space Weather Center (SWC) and are thought to be moving relatively slowly, traveling between 300 and 600 miles per second. Since the active region itself is so southerly in the sun, CMEs from this region are generally unlikely to impact Earth.

The strongest flares are classified as X-class, while M-class flares are the second strongest classification. Classified as an M6.1, this latest flare is a little over half the size of the weakest X-class flares.

(AP) ? European aerospace giant Airbus will build its first airplane factory in the U.S., aiming to compete better against archrival Boeing in the battle to dominate the global aviation industry.

The Mobile, Ala., factory ? due to start up in 2015 ?is expected to employ 1,000 people when it reaches full production two years later. Airbus hopes the plant will lower costs and improve its chances of winning business from the U.S. military. Last year, Boeing beat out Airbus' parent for a major Air Force contract.

"We needed to be visible in the States under the Airbus flag," Airbus President and CEO Fabrice Bregier said.

The new $600 million plant will make A320 passenger jets, which compete head-to-head with Boeing's 737. Those planes are the minivans of the airline world ? widely-used people-haulers generally flown on short- and medium-haul trips. They generally carry about 150 passengers.

North America is the biggest single market for that type of plane, Airbus executives said, and they want more of it. Boeing's 737 has an advantage now, with Southwest and Alaska Airlines buying only 737s. Current A320 customers include US Airways and Frontier Airlines. American Airlines handed Airbus a victory when it ordered 260 of the planes last year.

Airbus, based in Toulouse, France, cranks out more than 400 of those jets a year, more than any of its other planes.

The new plant advances the company's strategy of expanding production outside its home base. The Mobile operation will join assembly plants in Toulouse, France; Hamburg, Germany; and Tianjin, China.

Labor costs are likely to be lower in Alabama, where union organizing is more difficult than in Europe or in other parts of the U.S. Bregier said cost savings were not the main goal for the Alabama plant, but added, "Clearly we selected a competitive environment."

Building in Alabama helps Airbus cut foreign-exchange costs, as well. Most A320s are built in Europe, so costs are in euros. But planes are sold in dollars because most aviation lending happens in dollars. That cost disadvantage will shrink if Airbus pays to assemble at least some of its planes in dollars.

The deal should help Airbus politically in the U.S., said sales chief John Leahy, in an interview.

"Having an assembly line clearly gets you political support, a lot, in fact," he said. "There's no reason, now that we've become a U.S. manufacturer, that we shouldn't have equal treatment with Boeing," he said.

Airbus parent European Aeronautic Defense and Space Co. planned to build a new the U.S. Air Force refueling tanker in Alabama, but lost the bid to Boeing last year.

Barclays analyst Joseph Campbell said Airbus and EADS may be looking ahead to a day when they have a larger defense presence in the U.S. A factory employing Americans who make commercial airplanes may help it.

He downplayed the idea that building A320s in the U.S. will help the company sell more of them to American carriers. "United Airlines doesn't care if the airplane comes from Alabama or Toulouse," he said.

Alabama has been pursuing Airbus for several years, as it threw its weight behind the EADS effort to build the Air Force tanker. Unemployment in the state is 7.4 percent, so the Airbus announcement was welcome news. Two thousand people attended the Monday announcement at the convention center in Mobile, many of them waving American flags as music played.

Alabama offered the company $158 million in incentives such as road improvements and worker training.

Mobile is already home to several aerospace companies, including ST Aerospace Mobile, Goodrich Aerospace and Star Aviation, and much of the business is based at the 1,650-acre Brookley Aeroplex, where the new plant will be based. The aeroplex was an Air Force base until its closure in 1969.

Airbus plans to eventually make four planes per month in Alabama. It is in the midst of speeding up worldwide A320 production to 42 per month.

Airbus said sections of the plane will be built at its other factories and shipped to the port in Mobile, where they will be trucked to the new assembly line. The line itself will be a carbon copy of other Airbus lines, reducing startup expenses, the company said.

The dean of the business school at the University of South Alabama, Carl Moore, said attracting a company like Airbus could have a transforming effect on Alabama like Mercedes-Benz had when it picked Alabama for its first American assembly plant in 1993.

"It's a prestige name that's internationally known," Moore said.

Other big manufacturers have found homes in the South. Boeing assembles 787s in North Charleston, S.C., and Alabama is home to plants owned by Mercedes-Benz, Honda, Hyundai and Toyota.

Airbus already employs about 1,000 people in the U.S., including about 230 in Mobile who design and install interior items such as seats and cabin equipment for its big planes.

The Foreign Secretary of India, Shri Ranjan Mathai and the Foreign Secretary of Pakistan Mr. Jalil Abbas Jilani began their talks this morning at the Hyderabad House in New Delhi.

As is customary on such occasions, they were assisted by senior officials of both sides, including the Indian High Commissioner to Pakistan, Shri Sharat Sabharwal and Pakistan?s High Commissioner- designate to India, Mr. Salman Bashir.

The Foreign Secretaries along with their respective delegations have had two full sessions of detailed discussions covering all aspects of the agenda under the items Peace and Security as well as Jammu and Kashmir. The talks started at 10.30 am and spread until a short time earlier, with a brief working lunch. The Foreign Secretaries also utilized the opportunity of the working lunch to cover a wide variety of issues.

At the end of the two sessions today the Foreign Secretaries have agreed to resume the talks tomorrow, 5th July, in the morning with a view to completing all the items scheduled for consideration.

The talks tomorrow will be followed by a Joint Media Interaction. Subsequently, the visiting Pakistani Foreign Secretary will call upon the External Affairs Minister Shri S.M. Krishna at his office in South Block. At the culmination of the official engagements of the Pakistani Foreign Secretary in India a Joint Statement will be issued.

Energy-aware plug-in enables significant energy and cost savings in data centers

FIT4Green project concentrated in finding new solutions for saving energy in data centres. The project designed and implemented an energy-aware plug-in on top of the current data centres' management tools to orchestrate the allocation of ICT resources and turning off unused equipment. Project achieved its goal: 20 % direct ICT equipment energy savings without compromising compliance with Service Level Agreements (SLA) and Quality of Service (QoS) metrics. The achieved savings in CO2 emissions were on the same scale as in energy. The direct energy savings in the ICT equipment induce also remarkable additional savings due to the reduced needs for cooling, for example.

FIT4Green plug-in is designed to be applicable to any data centre type. The plug-in was validated in three representative data centres: service/enterprise portal at ENI, supercomputing data centre at Jlich Supercomputing Centre with a federated site at VTT Technical Research Centre of Finland, and cloud computing platform at HP. VTT's work in the project concentrated on the optimizations in the supercomputing scenario. The target of 20% was reached in each test bed, and in some cases the savings were even up to 50%. The comparison point for all the savings was the same system without any energy optimizations.

All the 16 public deliverables of the project are freely available on the project web site at http://www.fit4green.eu. The plug-in code has also been released as open source software.

FIT4Green was coordinated by GFI Informtica with HP Italy Innovation Centre as the technological leader. Other partners besides VTT were University of Passau, Jlich Supercomputing Centre, Imperial College London, University of Mannheim, Create-Net, Eni S.p.A., and Almende BV.

Death of Andy Griffith triggers whistling reflex

News of the death of Andy Griffith set off a strange but understandable reaction within my own brain on Tuesday: I heard whistling.

The short and snappy theme song to "The Andy Griffith Show" is still playing in my head and apparently the heads of those around me, because there's a lot of whistling this morning. It seems like a fitting tribute to the lovable actor everyone knew as the small-town sheriff.

The opening credits to the classic TV show weren't very long. Griffith and little Ronny Howard are seen walking along a dirt path with fishing poles over their shoulders. Opie throws a couple rocks into a river. Griffith, wearing his signature sheriff's uniform, whistles as he walks. And then it's over.

Twenty seconds of TV music and here we are 40-plus years later with an earworm we can't shake. "The Andy Griffith Show" theme is just one in a long line of classic songs that help us remember our favorite programs.

(AP) ? Rising cycling star Peter Sagan of Slovakia won the first stage of the Tour de France on Sunday ahead of Fabian Cancellara of Switzerland, who retained the overall lead.

Defending champion Cadel Evans and fellow title contender Bradley Wiggins of Britain trailed close behind in the pack after the 123-mile loop from Liege to suburban Seraing featuring five low-grade climbs.

Sagan, at age 21 one of cycling's most promising riders, placed his hands on his shoulders as he collected his first Tour stage win in a three-man sprint ahead of Cancellara in second and Edvald Boasson Hagen of Norway in third.

Cancellara, who won the Tour's opening-day prologue Saturday, leads Wiggins in the overall standings by 7 seconds. France's Sylvain Chavanel is third with the same time. Evans is 17 seconds behind the Swiss leader.

The 198-rider pack split up during a final climb, when the stage turned into a three-man race. Sagan hugged the wheel of Cancellara, doing the hard work of leading into the wind, then whipped around him less than 150 yards before the finish to win in 4 hours, 58 minutes, 19 seconds.

"I am really, really happy," Sagan said. "I was the only one who could follow (Cancellara). I was tight behind him. I was just happy to stay on his wheel."

It was the Liquigas-Cannondale rider's 13th stage victory this season, after winning in races as diverse as the Tirreno-Adriatico, the Tour of Switzerland and the Tour of California ? where he won five of the race's eight stages.

At least two crashes marred Sunday's stage amid escalating tensions within the pack near the finish, where roadside crowds drew in to get a glimpse of the whirring cyclists.

High-profile riders including Spain's Luis Leon Sanchez and Michael Rogers of Australia went down in one late spill, but got back up. Bad luck continued to plague Germany's Tony Martin, who went down in a crash early Sunday before recovering. The world time-trial champion popped a flat and lost in the prologue the day before.

At one point, with his BMC team leader Evans riding in his wake, Marcus Burghardt of Germany caused his bike to jump to avoid a plastic bottle in a downhill patch about 10 miles before the finish.

Wiggins wore the best sprinter's green jersey after placing second in Saturday's prologue ? an honor granted to him because Cancellara cannot wear both the green and the yellow jersey.
